In the result that people work to improve living conditions, the formation of optimalism will be restored in the world. Under optimalism is realized principle “from everybody for high interests of country, to everybody on benefit to the country.”

As being result of humans activity for better living historical development proceeds in the direction of humans activity being more useful to mankind .In this process there will be a point where their activity will be most useful for mankind and this will determine structure of optimalism formation This is the most general development law of mankind .This is the measure of optimalism theory .
Optimalism is formation - investigating supreme interest of the country on the bases of science and to make them enter to life of country , owning correspondent mechanism and automatism .
Rustamov Gaflan completed book "Optimal stage of historical development , Optimal society " in 1990 as result of his investigations beginning from 1980 and sold them in 1000 circulation in 1991 as answer to his question " Can negatives and mismanagement be terminated ?"
Rustamov Gaflan was born in 03 April of 1953 year in the village of Uchgun of Guba region . Graduated from Azerbaijan Republic State Institute of Physical Education named after S.M.Kirov with honor diploma . He was disertant of Department of Concrete Social investigation Institute of Philosophy and Law of Academy of Sciences of Azerbaijan SSR IN 1987-1991years . He gave candidacy minimums successfully. The organization of Optimal of Republic of Azerbaijan under his chairmanship was registered in 17 June of 1992. From 30 April of 1993 he is founder of "Objective " newspaper of AROO. He is author of some published scientific articles .
He lives in Uchgungishlag villiage of Khachmaz region .
Last formation in the world necessary to be established: - Optimalism
Although many scientists investigated historical development but none of them could get the correct result . The highest results were gained by K.Marks , V.I.Lenin . But social, economic , political period didn`t allow them recognize general development law of mankind .
According to K.Marks and V.I.Lenin measure of historical development is development of material productive forces . When we attach to historical development from this point of view the last formation of mankind can be considered "optimalism" and the ways of its formation . Because of this when we take the optmalism as main measure we cannot provide the development of country in a conscious way. For this reason socialism fell down .
- The material things has influencing force .No material things exit. Non -existence has no influencing force . Matter exits only in the unity of oppositional parties . In the process of struggle of oppositional parties their struggling futures improve, forms , and develops . As a result of this process matter develops from primary up to supreme . In this process there formed alive matter from lifeless one , higher livings from primary ones and finally there was formed society which is to be considered total of together living .
- Formation and development of the society is specific result of the action of matter in unit legitimacy . Subjective factor of development of society is humans activity in the direction of better life .The factor which is the main of development of society is that no one can live as isolated from society .Only from these point of views we can unveil historical development and its formation .
- As nobody lives in a isolated way from society all the changes influence to life of humanity and everybody takes his share from this changes . Because of this not only single person`s activity but also all whole society`s activity must be useful for development of society .

Demands of good life is endless , payment of it is limited , necessity degree is different and depends on anatomic and physical build of human :depends on period , place and environment where human lives .As demands of good living is different and colorful this factor serves good way of life for mankind .Some body's building their interests on others is opposite to supreme interest of society .Good living existing in country`s internal life means use of all realties maximum .
The means which determines the life of country : position of human recourses , social, economic , scientific status , relations with foreign countries and such other things .Necessity , existence and place of this means has different places in country`s way of life . According to this supreme aim of State is to determine the most important factors for country and to apply them in to society
Supreme interest of State is determined according to interest equality in country . Interest equality means -belonging all means to citizens of the country equally , citizens obligation to use their abilities for the sake of country and guarantee of it by the country .The main condition of interest equality is not building one man`s interest on others.
Optimalism is formation - investigating supreme interest of State on the bases of science and to make them enter to life of country , owning correspondent mechanism and automatism .
Not depending on social , scientific , economic conditions of the country in any country where has the optimal organizations answering the demands before mentioned exists optimalism construction . Existence of optimalism demands the mechanism which supports this structure in society . If the so called mechanism doesn't exist the breakdown of the optimalism is imminent .
Main governing optimal organization is five staged and consists of different departments . All the staff of the departments consists of governing and executive bodies . All the decisions are made according to majority of votes .Domineer structure is forbidden .
Among all staff members there must be supported counter control. Ordinary crew member has the right of unveiling the mistakes of Supreme staff member and making claims related to this mistakes . All the members of optimal organization has to obey the rules of Organization Charter .
Among the departments "Scientific» and " Safety controlling» departments have are special . Scientific Department realizes power and management in the country . Fifth stage of Scientific Department realizes Supreme power in country .
Safety Controlling department has independent activity in according to Charter of Optimal Organization and is limited with Charter . This department has controlling and punishing authority on other departments .
Scientific Department has to keep Safety Controlling Department on its control and make his activity better eliminate negative cases when comes across such cases . In this activity Safety Controlling Department has to obey to Scientific Department.
Safety Controlling Department taking base the Charter of Organization realizes oppositional activities against State Supreme Power and defuses them in time .

First development of optimalism –necessary to be established belong to us .Base of optimalism , structure of optimalism , and passage to optimalism were given in the book of “ Optimal stage of Historical Development, Optimal Society “.
Optimalism is the last formation of the mankind which is based on interest equality of society as production of brain .As historical development develops in the direction of establishment of optimalism informless of our discovery somebody will discover optimalism .
There are too many people who accept supreme interest of State .Absorbing theory of optimalism they will establish optimalism organization and party .They will became powerful force which is irresistible and will come to power and will establish their Government in a conscious way .This is inevitable .Because optimalism develops in the direction of historical development not depending on anything .All necessary activities for Supreme interests of Government will be discovered on the bases on Science and will be entered to life of Country .Defeat of whom are cites on violence is imminent .

Person who is elected from optimal organization and party searching for Supreme interests of the country and establish Scientific Committee .Scientific Department has to establish Charter of Organization in a short period of time .
For staff of the optimal organization there must be elected elections .After elections all power in the country has to be given to Optimal Organization .Organization must has force in all areas of Country and has to realize establishment .Optimal organization has to establish force structure which is able to protect Organization .
First staff has to be elected for the term of 2-3 years . Under its governance the old governance rules of the optimal organization must be kept as same . Members who are on power and governance must continue their activity under the leadership of new organization . Only in necessary cases there can be done changes in staff . The position of the staff can be changed . If necessary some of the staff can be dismissed .
First staff has to support the stability, increase the rise of development , make the life of citizens better , strengthen the disciple , make crackdowns against corruption , and deactivate who are against supreme interest of State .
First staff hast to gather the practice for ruling the country for second staff . Has to compile new charter of the optimal organization , compile plans of optimal organization , work on Charter of optimal organization .
Optimalism is a formation where no corruption . Answering demands of supreme interest of State , where the interest of all citizens are equal and people are supplied according to their activity in life of country .
Second staff has to investigate demands of country on the bases of science and determine them, then realize optimal formation establishment .
Second staff of optimal organization gradually has to eliminate duplex power in county and realizing passage from first governance rules to optimalism governance .
Second staff hast to realize accepting the Charter of organization by State , development of optimalizm and supplement automatism in optimalizm .Second staff have to support the stability, increase the rise of development , make the life of citizens better , strengthen the disciple , make crackdowns against corruption , and deactivate who are against supreme interest of country .
Second staff hast to eliminate all the situation which can be clog to optimalizm reconstruction . This is the main aim of optimal organization .
Charter of Optimal Organization of the Country
1.Aims and obligations of the Optimal Organization of The country
1. Aim of OOC is implementation supreme interest of the country on the bases of Science .
2.For this aim OOC accepts optimalism construction in country.
3.Reazlization of optimalism reconstruction is duty of OOC .
2.General Provisions of the OOC
1.OOC has to realize its activity according to legislation of the country .
2.OOC has to resile any activity against interests of the country .
3.OOC has not to accept provisions which is opposite to development of the country .
4.OOC has to stay on science in his activity .
5. 6.The main principle of OOC is gain supreme interest of the country on the bases of science .
7. There is nothing higher than supreme interest of the country .All the thoughts and principles serving in this direction has to be accepted by OOC .
8. If better thought in this direction will be represented to society in this case OOC has to resile his own activity principle and accept this one .
9.OOC is responsible sharp answer who are on bias to him .
10.Main responsibility of OOC is to realize longing development of the country. Structure of OOC serves for the aim development of the country .
3.Structure of OOC
OOC is the structure of the country surrounding all areas of the life of country including life of citizens , relations with foreign countries and OOC consists of five stages .
First stage embrace enterprises , unions and little domains .
Second stage unions which is related to first stage of the organization .
Third stage small cities , districts and large unions .
Fourth stage large cities and domains .
Fifths stage embraces all the stages of the Organization .
Each stage organization hast their duties . Their duties is to supply life of people entering their stage and supreme interest of the country. Structure of the Departments has to obey aim of the OOC organization .
4.Election of Staff Members .Expelling from membership .
Higher stage organization Departments staff has to elected from the lower stages staff members .
First stage Department elections determines staff of the second stage .
Election belonging to first stage must be realized in the same date in all corners of the country .
Staff of OOC has to elected for the term of one election up to other one .If there necessary any of the members can be dismissed earlier from his termination .
Lower stage member can call back his representative on higher stage board in next election year.
Higher stage department cannot sent back representative of lower stage .
If member of the higher stage department has to dismissed earlier the consent of the lower stage Department is necessary .
If there no any lower stage staff member in board of Higher stage staff there must be reelection for electing necessary member .
First and Second staff of optimal organization gradually has to eliminate duplex power in county and realizing passage from first governance rules to optimalism governance .
If there is reason according to request of member of staff member can be expelled.
In next election year staff member can be elected in departments one stage higher and lower only .
5.Rights and obligations of OOC Staff members .
First and second department organizations staff must be consisting of two semistaff governing and executive .
Third and fourth department organizations staff must be consisting of two semistaff governing and executive .
Fifth stage of the department staff hast to consist of supreme governing , governing , supreme executive , executive and ordinary staff .
From lower governing staff member there can be elected governing members of higher staff department .
Governing staff has to elect main governing staff , executive staff has to elect main executive staff also .
Governance board of fifth stage elects supreme governance board , executive board elects executive board in his turn .
All the rights and obligation of the staff members has to be equal . Except of this , according to OOC charter each member of the staff has the rights and obligation given him via this Charter .
Anarchy in OOC Organization is unsupportable . All necessary decisions and regulations are accepted according majority of votes of members .
The member who has high results cannot gather lower results . Preserve member automatically can be replaced with imperserve member .
6.Direction , Control and punishment
Optimalism is a formation where no corruption . Answering demands of supreme interest of country , where the interest of all citizens are equal and people are supplied according to their activity in life of country . Chairman of Scientific Department must be Chairman of the OOC . Other staff members of the scientific department hast to be elected to board of Supreme governing Board .
Chairman of the Safety Controlling Department has to be one of the leaders of Organization .Second rank leader of organization is Chairman of the Safety Controlling Department .
Safety Controlling Department has controlling force on Organization and punishment if there necessary .
All the members of the Safety Controlling Department must obey to Charter of the Organization. Members has no any obligation in from of each other except this Charter .
Safety Controlling Department has to control activity of OOC .
Safety Controlling department has independent activity in according to Charter of Optimal Organization and is limited with Charter . This department has controlling and punishing authority on other departments .
Optimal stage of historical development is called Scientific Organization in Optimal Society Book .There were given enough number of bases about OOC .According to this book charter must be compiled in a such way that , this aim serves only longing development .
