İbrahim Quliyev 1978-ci ildə geologiya-mineralogiya üzrə fəlsəfə doktoru, 1989-cu ildə geologiya-mineralogiya üzrə elmlər doktoru elmi dərəcələrini, 1999-cu ildə professor elmi adını almışdır. 2001-ci ildə AMEA-nın müxbir üzvü, 2007-ci ildə isə AMEA-nın həqiqi üzvü seçilmişdir.
İbrahim Quliyev əmək fəaliyyətinə 1970-ci ildə AEA Geologiya İnstitutunda başlayaraq, böyük laborant, mühəndis, kiçik elmi işçi, böyük elmi işçi vəzifələrində işləmişdir. O, Geologiya İnstitutunda elmi işlər üzrə direktor müavini, həmçinin AMEA-nın vitse-prezidenti vəzifələrində çalışır.
